PNS/BAFS 183:2023 — Organic Soil Amendments and Plant Supplements (OSAPS) — Product Standard — Specifications is the current technically amended Philippine National Standard that cancels and replaces PNS/BAFS 183:2020. The official DA-BAFS standards list identifies the sequence as 183:2016; 183:2020; 183:2023. (BAFS)

1. What the 2023 standard covers

PNS/BAFS 183:2023 establishes product specifications for four OSAPS categories:

2. Major changes from PNS/BAFS 183:2020

The 2023 revision made several substantive changes. BAFS specifically identifies:

  • inclusion of normative references;
  • revised terms and definitions;
  • modification of Total N-P₂O₅-K₂O specifications for liquid organic plant supplements;
  • inclusion of Total N requirements for organic fertilizer, organic soil conditioner and organic plant supplement;
  • modification of the lower C:N ratio limits;
  • amendments to microbial-inoculant specifications;
  • revised allowable microbial-contaminant levels;
  • revised heavy-metal limits;
  • revised sampling requirements;
  • amended labeling requirements; and
  • revised analytical methods in Annexes A and B. (Supabase)

Critical point for Crown BioGrow™

This means the 2023 standard should be used as the primary technical benchmark when developing the specifications, formulation and labels for the Crown BioGrow™ product family—not simply the older 2020 matrix.


3. Core nutrient specifications

For solid/liquid organic fertilizer, organic soil conditioner and organic plant supplement, Table 1 establishes specifications including Total N-P₂O₅-K₂O, Total N, C:N ratio, organic matter and moisture, depending on product category. (Supabase)

For solid organic fertilizer, the specifications other than actual moisture content are expressed on a dry-weight basis. Products containing microbial inoculants must have the microbial genus verifiable and stated on the label. (Supabase)

Important: These specifications should not automatically be applied to every BioGrow™ product. The appropriate category must first be established from the actual formulation, intended function and label claims.


4. Contaminant control

PNS/BAFS 183:2023 places substantial emphasis on preventing contamination that could compromise organic integrity. The standard defines contaminants broadly to include foreign materials, unwanted microorganisms and chemicals. (Supabase)

The compliance program therefore needs to address:

Microbiological safety

Testing includes relevant microbial contaminants such as:

  • total coliforms;
  • fecal streptococci; and
  • Salmonella.

The standard also provides analytical methods for microbial testing. (Supabase)

Heavy metals

The standard establishes maximum allowable levels for specified heavy metals and provides analytical methods for:

  • Arsenic (As)
  • Lead (Pb)
  • Chromium (Cr)
  • Mercury (Hg)
  • Cadmium (Cd)

The prescribed methods include acid digestion followed by instrumental analysis such as HG-AAS or ICP-OES. (Supabase)


5. Microbial inoculants

This section is particularly important for BioGrow™ ROOT and other products containing beneficial microorganisms.

PNS/BAFS 183:2023 amended the specifications for microbial inoculants and provides dedicated analytical procedures in Annex B. The standard includes methods for determining organisms such as:

  • Rhizobium;
  • Azospirillum;
  • Azotobacter;
  • phosphate-solubilizing microorganisms;
  • potassium-solubilizing microorganisms;
  • beneficial fungi; and
  • VAM/AM fungi,

depending on the microorganisms claimed in the product. (Supabase)

Consequently, a BioGrow™ product making a microbial claim should have a defined organism identity, viable-count specification and QC method, rather than merely stating “contains beneficial microorganisms.”


6. Label requirements

PNS/BAFS 183:2023 provides specific labeling requirements.

The label should include, as applicable:

  1. Product name
  2. Manufacturer/distributor name
  3. Manufacturer/distributor address and contact information
  4. Date manufactured
  5. Net content
  6. Major raw materials/ingredients
  7. Microbial genus name, where applicable
  8. Nutrient content
  9. Moisture content where applicable
  10. Product description and type
  11. Lot/batch number
  12. Best-before date for applicable liquid fertilizers and microbial inoculants
  13. Compatibility with biopesticides, if applicable
  14. Directions for use
  15. Storage and disposal instructions
  16. Warnings/precautions
  17. List of microbial inoculants used for enrichment, where applicable. (Supabase)

This is especially important for the Crown BioGrow™ packaging system because the current label designs should be developed around the 2023 requirements.


7. Analytical framework

PNS/BAFS 183:2023 includes two important normative annexes.

Annex A

Methods of analysis for organic fertilizer, organic soil conditioner and organic plant supplement

Parameters include:

  • Total Nitrogen
  • Phosphorus
  • Potassium
  • Total Organic Carbon
  • Organic Matter
  • Moisture
  • microbial contaminants
  • heavy metals

Examples of analytical approaches include Kjeldahl/indophenol methods for nitrogen, phosphorus determination methods, atomic absorption/ICP techniques for minerals and metals, and gravimetric determination for moisture. (Supabase)

Annex B

Methods of analysis for microbial inoculants

The annex establishes methods for identification and/or enumeration of specified microbial groups, including viable plate counts and appropriate characterization techniques. (Supabase)


8. Application to Crown BioGrow™

These are preliminary classification pathways, not a determination by DA-BAFS. Final classification should follow the actual formulation and intended claims.


9. PNS/BAFS 183:2023 + Crown BioGrow™ compliance architecture

For Crown BioGrow™, I recommend building compliance in eight layers:

1. Product classification
→ Determine whether each product is OSAPS and its applicable category.

2. Raw-material qualification
→ Establish approved raw-material specifications and supplier documentation.

3. Formulation specification
→ Establish target and minimum/maximum specifications for every product.

4. Manufacturing controls
→ Batch records, sanitation, traceability, contamination prevention and storage.

5. Laboratory QC
→ NPK/Total N, OM/C:N where applicable, microbial counts, pathogens and heavy metals.

6. Label compliance
→ Construct label artwork around PNS/BAFS 183:2023 requirements.

7. Product registration/certification
→ Prepare the regulatory dossier and applicable certification/registration pathway.

8. Continuing surveillance
→ Batch/lot traceability, retained samples, periodic laboratory testing and complaint/recall procedures.

DA-BAFS currently lists PNS/BAFS 183:2023 among the standards applicable to organic soil amendments, and DTI’s accreditation database lists certification bodies with an accredited scope covering PNS/BAFS 183:2023. (BAFS)

There is also a current regulatory-development point: DA-BAFS announced in September 2026 that it has begun integrating organic-input transactions into the Philippine National Single Window, initially including Organic Soil Amendments and Organic Bio-Control Agents. (BAFS)
